What is CAPE and why should I care?

CAPE (CBP ACE Portal Entry refund system) is the IEEPA refund portal CBP launched on April 20, 2026 in response to the SCOTUS ruling striking down IEEPA tariffs. It runs inside the existing ACE Secure Portal โ€” you (or your broker) upload a CSV of the entries you're claiming refund on, CBP validates against its own data, re-liquidates, and pays you direct via ACH plus 6-7% statutory interest under 19 USC 1505(c).

Phase 1 (live now) covers unliquidated entries plus entries liquidated within 80 days. Phase 2 (timing TBD, CIT-pressured) covers finally-liquidated entries. We help you scope which entries qualify, generate the CSV, and verify the underlying classification was right.

Do I need a customs broker?

Probably yes for filing โ€” but not for using us. We provide the audit and the filing-ready packet. You can upload the CAPE CSV yourself via the ACE Portal (no broker license needed for self-filing your own entries). PSC and Reconciliation transmissions via ABI need either your own self-filer code or your broker's filer code. We integrate with both.

How is this different from Wove or Flexport's free calculator?

Three differences. First, we re-classify every HTS line against a 51-country engine โ€” Wove's calculator only checks "did IEEPA apply to this entry," it doesn't audit whether your HTS code was right in the first place. Second, our audit covers six dimensions (IEEPA, classification, FTA, CPC, valuation, 232/301 forward) โ€” not just the refund moment. Third, we publish flat-fee pricing and don't gate the calculator behind a sales demo.

What happens after the IEEPA refund window closes?

The IEEPA refund is a one-shot moment, but the same audit dimensions keep producing recoveries on every new entry โ€” wrong HTS codes, missed FTA preferences, wrong CPCs, valuation errors. The recurring tier re-audits quarterly and maintains a rolling 3-year protest watchlist for entries that approach their 180-day liquidation window. Section 232/301 exposure also keeps growing โ€” the administration is stacking them as IEEPA replacement revenue.

Is my data secure?

Your declaration data is stored in your isolated tenant on Supabase (Postgres with Row-Level Security), encrypted at rest, never shared with other tenants. Federal Register references and CBP CSMS bulletins are the only data we cross-reference. We don't sell, share, or train on your data. ACE ITRAC exports contain entry numbers, HTS codes, values, and duty paid โ€” no sensitive PII. We delete on request.

What about UK and EU importers?

UK launches Q3 2026 โ€” same engine, HMRC C285 over-payment claims, missed FTA preference recovery (HMRC says ยฃ1.5bn/yr is missed), wrong CPC corrections, and direct integration with HMRC CDS amendment API. EU REM/REP launches Q4 2026, starting with Germany, France, and Netherlands. The classification engine is already 51-country.
