Why Companies Don't Claim FTA Preferences

  2. They think it's too complicated — Rules of Origin can be complex, but for manufactured goods, the test is usually straightforward.
  3. Their supplier doesn't provide the certificate — the exporter needs to issue a Statement on Origin or Form A. Many don't bother unless the buyer asks.

How to Check If You Qualify

    • Wholly obtained: the product was entirely grown/mined/produced in the exporting country
    • Change in Tariff Heading (CTH): the product's HS heading changed during manufacturing

  3. Ask your supplier for the origin certificate — they self-certify on the commercial invoice (most modern FTAs)
